How can successful pilot projects become lasting solutions for cities and municipalities?
This question was at the heart of a recent working meeting on sustaining sustainable and digital transformation processes in local governments, hosted by the Urban Digitainability Lab in Munich.
Bringing together representatives from Regensburg, Kassel, Munich, Forchheim, and Schwandorf, along with experts from academia and practice, the exchange focused on how digital and sustainability-related innovations can move beyond the pilot stage and become embedded in administrative structures and systems.
Our colleague Selina Lorenz, representing the Sustainability Innovation Lab, contributed perspectives on the role of business modelling in this process. Her contribution emphasized that long-term success requires more than a promising solution: it also depends on viable approaches for implementation, institutionalization, and scaling.
Among the key takeaways were the importance of clear governance structures, sustainable financing, stronger impact measurement, cross-municipal learning, and the capabilities needed within public administration to support long-term transformation.
The discussion highlighted a common challenge in urban innovation: pilot projects alone are not enough. To create lasting impact, cities need pathways for strategic, organizational, and financial integration.
